They had what became know as the European Spring - so named after the ‘Arab Spring’ uprisings of 2011 which saw the overthrow of a number of Arab despots, After a number of mass demonstrations the Government fell to a vote of no confidence in Parliament. The newly crowned King stepped in and with the heads of the three armed services made a proposal to replace the 650 constituency members of Parliament with just 150 independent members. The Minister of Defence, Janet Amour was asked by the King to preside over the new Government. A few of the sitting members were elected. Mainly those who had shown some degree of Independence from their Parties. The Party machines were dismantled and a new order was born. One of the senior politicians from the coalition that survived and indeed prospered , was the Home Secretary , Barbara Morrow. She was the moving force that along with France and Germany reintroduced corporal punishment both to the schools and also to the adult population. The example of Singapore was used whereby many community orders were accompanied by a caning. Also those on community orders had to wear a bright pink uniform.The effect was that Prisons were retained for those who were a danger to the community. All others had corporal punishment and, or community orders. A further by-product was the rapid and economic completion of large public infrastructure projects utilising the large pool of labour available in the form of people of all disciplines on community ordersThe use of corporal punishment was extended, along with community service to encompass such ‘crimes’ as speeding and ‘drink driving’, as an option instead of penalty points, bans or fines.Obviously this was going to be a major project so Punishment Centres were created in all major towns and cities. These centres were split into Male and Female units staffed , apart from the odd exception, with same sex persons.The staff were mostly garnered from the ranks of retired police and Service Officers. They obviously had to be closely vetted. No sex pests and nobody who loved thrashing people.In the schools, bullying amongst pupils was greatly reduced. Whilst that decreased the line of pupils outside the Head’s study awaiting punishment increased- at least in the beginning.The laws were being put on the statute book starting in the late spring, progressing through the summer to the point in August when this story commences.
